I assume you are referring to the radio? It has a four-digit security code that the owner can set. When the power to the radio is disconnected, (either because of battery removal/failure, or because the radio was removed) the radio will "lock" and the four-digit security code must be entered again to unlock the radio, before you will be able to use it again. If you do not know the security code, you will need to take the car to a GM dealership, and they will have to unlock it for you.
I would start by checking the fuse, the relay, and the connector on the blower itself.
Speed sensor. There is not a cable on this car.

The 1999 Oldsmobile wiper switch can be located below the dashboard. The wiper relay switch simply plugs in and out.

Have you tried pressing the cruise control button on the dash?
The easiest way, by far, is to unplug the fuse. If you still want them to work manually however, the BCM may be programmable on this model with the OE scantool (a Tech2). Check with the dealer.
I believe the pattern is 15X6, 5lugX115mm on the Intrigue 1997-2003 and 16X6.5, 5lugX115mm on the GLS models with chrome wheels. Either wheel should work on the car.
Check the cable from the transmission, probably broken.
hey i have a 1999 oldsmovile intrigue with the same problem neither my driver or passanger side seat work and its a pain cause im 6'4 and the seats half way up. im gunna attepmt to tear the carpet up and find the wire running to it ill let you no how i make out
Most often it is a bad or burnt socket. may also be the flasher that is part of the hazzard button on the dash.
