On a 1998 Ford Crown Victoria : If you mean that you want to turn on the high beam headlights ( push the turn signal lever forward , away from you )
On a 2008 Ford Crown Victoria : If you mean the warning light just to the right of your right turn signal indicator arrow : That is your Tire Pressure Monitoring System ( TPMS ) warning light ( if the TPMS warning light is flashing , either the spare tire is in use or a malfunction has been detected in the TPM system )

To change the check engine light bulb on a 1996 Crown Victoria you need to remove the molding from around the instrument panel. Next, remove the headlight knob and shafts. Locate the light bulb and turn counterclockwise to remove. Reverse directions to replace with a new bulb.

Does the key go all the way in ? If so, try moving the steering a little, it might be jammed to one side.
With the trunk open, there are 4 wing nuts that hold the light casing in place. Remove them and pull the light casing out from the outside.
