ok, here is a preliminary test. get an ohm meter aka continuity tester, unplug the solenoid from it's plug style connector. Look inside connector and you will see metal contacts or prongs. Plug your continuity tester leads on the metal prongs. continuity should be complete , another test that can be performed is to connect a 12volt power source up to the solenoid.......this will cause the mechanism to operate and the solenoid will "click" and do it's thing. good luck

The 2003 Dodge Neon EGR solenoid can be found on the firewall in the engine compartment. The EGR solenoid will be on the passenger side of the firewall.

this is likely the solenoid that controls the egr. follow the tiny hose attached to the egr back to a small electrical solenoid. that part is best bought at a junkyard if possible because it is expensive new.
