The 1991 Dodge B250 Conversion Van has the most common hook-end wiper arms. See related links below for video. Lift wipers away from glass up to the locking up position. Be careful not to let them crash back down to the glass. Press the tab or button in the area where the wiper blade is inserted into the hook and pull wiper blade out of hook. Sometimes you have to rotate and flex the blade to make enough clearance for the hook to pass through.

The wiper motor is mounted on the left inside of the windshield frame on the same bracket as the VIN. Fold down the windshield and is fully accessible.

The windshield wiper assembly can be removed by unplugging the wiper motor harness, removing the wiper arms and unbolting several bolts that attach the assembly to the firewall. Doing this will give you the room necessary to work on the backside of the engine.
If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.
There isn't one. the headlight wiper system will come on if the headlights are on and you hit the windshield washer button.

The windshield needs to be folded into the down position to access the wiper motor. There are a couple cut-outs in the metal of the cowl that allows access to the wiper motor & linkage. There are release bolts on either side of the windshield & of course the top needs to be off.
