If the '96 is the same as my '95- then you simply have to have a GM-style fuel-line quick disconnect tool. There is one size for the outlet line from the fuel pump, and another for the return line. Be careful and get the right tool! Some stores sell a "combination" that contains both sizes on a single tool. These will not work- they fit the trucks, but will not fit the cars. Know from experience. The tool simpply slips under the locking ring, releases the spring pressure, and the line slips off. The lines can only be accessed after you drop the tank a few inches from its perch, though.
