It depends on the model radio you have, you can Google 1999 owners manuals for your truck and download a free pdf. But 97-2000 had numerous probs w/ radio. For most models you hold down the clock button or RDS button for a couple seconds then use the seek button till you get to hours the push the button again till you get to minutes. Usually there are two small hour and minute buttons you push to adjust it.
If by the clock you are talking about the one on the radio it is very simple. 1st> press and hold in the clock button for about 5 seconds 2nd> while still holding in the clock button press the SEEK button for the hours and the SEARCH button for the minutes. 3rd> release the clock button and you are all set
Press and hold the clock button at the same time press seek either way to change the hour and tune disc to change the minute
