You need to replace blower motor resistor.
Your truck has both. the resistor is between the switch & blower.thje resistor controls the blower speed
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.
Short of it is the resistor controls the fan speeds for the blower. Easy to replace and to my knowledge only available through a dealer.

Blower resistor. I have an 04 that does the same thing. Bad connection between the resistor and the plug for me. Big topic though for durango those resistors.
Pull out the lock on the blower motor resistor wire harness connector to unlock the connector latch . Depress the latch on the blower motor resistor wire harness connector and disconnect the connector from the resistor. Remove the two screws that secure the blower motor resistor block to the HVAC housing. Remove the resistor block from the HVAC housing............
You have to remove the wipers and the cover that's underneath them. There is a hole on the passenger side that allows access to the resistor from under the hood.

The blower motor resistor is above the passenger side close-out panel, below the glove compartment and towards the firewall. There will be a wiring harness leading from it to the blower motor and another harness leading into it. The harness leading into it will have a 4-wire connector and the harness leading to the blower motor will have a 2-wire connector.
