My town and country has the same body style as your voyager, and to change the bulb on it, requires the removal of 4 small bolts with a 10mm socket- one on top, and 3 inside the engine compartment just behind the light, and unplugging one light wire. The drivers side requires full removal of airbox and ductwork. The passenger side requires unbolting (and moving to the side) the radiator overflow bottle. After that, the light assembly slides straight out the front,and bulb replacement is then a simple twist and pull after detaching the wires. Not as tough as it looks !!!!

Actually, I just replaced a headlamp (driver side) on my 2003 Chrysler Voyager today. It was really easy. There are three bolts on the top of the assembly. Remove them and pull the entire assembly out the front. Then twist to remove the lamp socket and pull out the lamp. Real easy. I did the driver's side and DID NOT have to remove the air box or ductwork--nothing like that. This was a easy $9.95 repair.
