Just did mine and it didn't solve my 'no start' problem. Best bet - tow it to a reputable mechanic and let them do it. But if you're a dummy like me and insist on doing it yourself, then you will have to jack the vehicle up sufficiently and safely enough to get under it and remove the fuel tank. The fuel pump is in the tank. This job is a bear for a do it yourselfer, so take my initial advice - let a reputable shop do it. They can put it on a lift and will have the special tools and know-how that is necessary to get it done safely. Because mine still won't run, I now have to get mine towed in and repaired - so I wasted a full two days and $160 bucks.
The fuel pump on a 2000 Lincoln Town Car is replaced by lowering the fuel tank, disconnecting the fuel lines, and unbolting the fuel pump. It can then be lifted from the tank and a new pump installed.
You must drop the fuel tank.

The 1985 Lincoln Town car should be equipped with an internal electric fuel pump. The tank is located in front of the carrier for the rear differential. It's difficult to change a pump with the tank still in its' seating.
I am not sur of the cost if you have it professionally done, but I replaced the fuel pump in my 1984 Lincoln Town Car myself. The pump and strainer together only cost $118 if purchased from Auto Zone.
the puel pump will be inthe tank. you will need a couple special tools to get the retaining ring unscrewed so that you can remove the fuel pump.
You have to drop the fuel tank, replace the pump then re-install.
Check the fuel pump fuse and the fuel pump relay.
