Under the dash above the break pedal. Look above your horn relay and it is a round relay, that is your flasher.
2 separate circuits, separate fuses and separate flasher relays. Check the fuse, if okay then replace the signal flasher relay.
More than likely the flasher relay is defective. Replace it.
The 1995 Pontiac Bonneville turn signal flasher relay switch can be found beneath the drivers side dashboard. The turn signal flasher relay switch will be above the accelerator pedal.

Not positive but you might check those relays under the hood, on the passenger's side at the firewall.

Check the turn signal relay. The four way flasher and the turn signals each have their own relay. It has a fuse for the turn signal
Try pulling out the hazzard light fuse or hazzard flasher relay.

There is one flasher relay on the truck which controls both the turn signals and the hazard lights. It is located on the drivers side, under the dash, mounted behind the instrument cluster.
