Turn off the air suspension switch in the trunk. Jack up the car body in front of the rear wheels or use a lift. Remove the rear wheels. Unbolt the shocks at the bottom. Be sure the brake lines do not stretch too far. You may need to rmove some clips to keep from breaking the lines. Reach in the wheel well above the frame near the top of the shock. Pull the clip out towards you. Unplug all the wires and hoses. To unplug hoses push the orange collar in while pulling the hose out. Reverse the process or replace with a spring conversion kit.

If it has air bag suspension, air bags could be shot or the air compressor for the air bag suspension not working.
Leak. Spray soapy water on the air suspension bags and watch for bubbles On bags. Also check in engine compartment wher the air suspension bags Top part are located 3 nuts or 4 don't remember , remove plastic cover that Hides the screw for bags. Listen for air leak from tha location. If that's where it's coming from replace bag.

It is probably because of the rear air suspension... Lincolns have an "air" suspension which helps to give it a plush riding feel. There are bags near the wheels of each rear tire that are filled with air upon vehicle start up (or very shortly thereafter). These bags are filled with air has the vehicle is on, inflating if there is a drop in pressure. When the vehicle turns off, these bags are deflated thus lowering the rear end of the car.
The compressor is either bad or your air bags are bad... Get springs from a rear 2wd Expedidion and swap them on your Navigator, is real chep and easy. and it feels just like the air bags. I did it to mine last week...
Town cars have an air suspension system. There are air bags on the rear axle instead of springs. There are a lot of things that can go wrong: Leaks in the bags or lines. Pump not working. Fuses blown. Google "check air suspension". You can also buy a conversion kit that replaces it all with springs designed just for that. I paid $115 on eBay and am glad to be done with the air suspension.

Talked to a mechanic when purchasing the vehicle - he said that you have to turn off the air bags in the glove compartment when changing tires to prevent this from happening. Hope this helps.

I'm pretty sure all expeditions came equipped with rear air ride suspension. meaning that there is a malfunction with the air suspension. could be anything with it including: switch is turned off, level sensor failed, air lines or air bags leaking, air pump failure, blown fuse.
its the air suspension, check the compressor, make sure it is running (no fuse blown). Check your suspension limit switch, make sure its getting power. If all fail,, then your air bags may be leaking and need to be replaced........................................
