It takes a special puller for it. I just removed one and I borrowed it from a parts store and had put a deposit down on it. They have you put a deposit so you will bring the pulley back. But that is the Only way to take them Off. Do Not use Heat on it, no matter what anyone tells you either. You will ruin the timing cover behind the pulley if you get it too hot and you will have to replace it. It will cost you about $40 for that lower timing cover. Just so you know, I been there.
Remove upper core support, remove radiator, remove belts, using a hormonic balancer puller(specific for chrysler) remove balancer.
IT requires a special tool, a three jaw puller.

On most newer cars, the crank pulley is one piece with the harmonic balancer.... Remove it with a harmonic balancer puller.
The harmonic balancer tool is made especially to remove the balancer. Some stores will loan you the tool with a deposit.

To remove the harmonic balancer on a 1998 Saturn SL2, you will need to use a harmonic balancer puller tool. First, remove any surrounding components that may impede access. Then, attach the puller to the balancer and use a wrench to slowly tighten the puller until the balancer comes off.
You need to get a special harmonic balancer pulley. You can rent them from AutoZone for $70 (you get it back when you return it)...a normal harmonic balancer pulley WILL NOT work. Chrysler vehicles have their own pulley. It's a fairly simple procedure once you have the right pulley.
The flywheel has to be held in place by a holding tool, Remove the mounting bolt, then use a balancer remover to pull the harmonic balancer.
The crankshaft pulley unbolts from the harmonic balancer. The harmonic balancer can be removed from the crankshaft with a 3 bolt puller.
