The 1998 Chevrolet Blazer door panel is held in place by eight retaining clips. Pry outward on each retaining clip to remove the door panel.
The basic piece is the same but there will be different trim pieces attached that you will need to remove.
The screws that hold the tail light in place are accessible only after you raise the hatchback or lower the tailgate. the screws are usually TORX drive

1. Open the tailgate.2. Remove the two Phillips screws from the base of the tailgate handle.3. Remove the small plastic cover located on the panel, at the base of window, four inches from the center.4. Remove the Phillips screw attaching the metal tab to the tailgate.5. While facing into the vehicle, grasp the base of the handle, and pull down-and-away; the handle should pop out of the tab-slot.6. The panel is held onto the vehicle by a series of plastic retainer tabs. Start at the top and work your way around as follows:7. While sitting on the tailgate and reaching up to the outside edge of the panel, pry away the four tabs placed equidistant across the top.8. Again working from the outside edge, pry away the two side tabs located about a foot below the top of the window.9. Open the rear window.10. Slide the entire panel up-and-front. The remaining tabs will all slide up, freeing the panel from the tailgate.
I did this with my 1996 Lumina APV. If you have rear speakers, remove the speaker cover(s), remove the speaker and reach in and find the mechanism, turn it to open. May have to do simultaneously for both sides. Then remove the tailgate panel and repair.
You have to remove the the tailgate trim to access the bulb.

Occasionally the wiper motor will seize up and stop working. I just solved the rear wiper problem today. The door latches on the tailgate of the Windstar have sensors in them. If the sensors aren't working the circuitry thinks the tailgate is open and won't turn on the wipers. Whether you have to change the wiper motor or not you have to remove the panel on the inside. It is simple, unscrew the loop closure from the inside. Get something flat and thin, slide it under the edge of the panel, get your fingers inside and sharply pull down, the panel will pop off. You can see the wires running to the tailgate latches. Because the drivers side gets more road grim do this side first. Reach in and disconnect the connection clip unplugging the sensor. Close the tailgate and try the rear wiper. If it doesn't work, disconnect the passenger side and try the wiper again. When you go to reinstall the panel cover on the tailgate, remove all the little plastic plugs from the holes in the tailgate and put them in the slots on the panel. A pair of pliers helps remove them. Slide panel over manual door lock button and push up on panel and it will snap in place. You may have to give it a hammer with the palm of your hand. Hope this helps. Worked for me.
