I would try using a blow dryer to heat up the face plate of the speedometer to remove the moisture. Be careful and do not heat it up too much or you will damage the plastic lens.

It has been awhile for me but I don't think you can remove it. The speedometer is a press fit and has to be pushed out from behind.

First remove item from dash then remove speedometer from cluster, and then look for seam where speedometer comes a part and then disassemble from front to back keeping all items in order
