There is no relay starter,only a solenoid attach to a right fender where all wires from a positive attach to. The solenoid of 95 is attached to the starter,not on the fender.
On the solenoid on top of the starter, Should only be 3-4 there one of which will be your pos batt cable, assuming you are replacing starter.
The starter solenoid is located (in a 1989 mercury grand marquis), as you raise the hood, on the left hand side of the engine compartment. Just behind the battery. (you should be standing right in front of the passenger side headlight.)

Disconnect the battery negative cable.Jack up the front end.Chock the rear wheels.On the passenger side on the front of the flywheel housing is where your starter should be. It might be on the opposite side (I'm not familiar with the Grand Marquis), but it'll be connected to the flywheel.Unbolt the two or three bolts which hold the starter in place. It will pull out at this point.Rotate the starter so you can access the studs on the back of the solenoid. Unbolt the nuts off of the solenoid, and remove the wires (they're just ring terminals, so they should pull right off, although you might need a slotted screwdriver to help with this process).Installation is the opposite of removal.
Do you mean the starter solenoid? It's the part of the starter where the wires are bolted on. You'll have to remove and rebuild the starter.
Usually the solenoid is mounted on the starter on newer vehicles. There are exceptions, however. The easiest way to tell is to look at the starter. If the solenoid is mounted on it, it will be a smaller cylinder shaped object with one large wire and one or two smaller wires attached to the end of it.
follow the positive battery cable to the starter solenoid. there's three wires and two 8mm bolts. disconnect the negative battery cable then replace the solenoid by transferring the wires from the old to the new
The large one from the positive side of the battery attaches to the large post mounted on the starter solenoid and a smaller purple wire that attaches to the small post on the starter solenoid marked "S". The small post on the starter solenoid marked "R" is not used with that vehicle. Any accessory power wires would also attach to the large post on the starter solenoid.
Remove the lighter gauge wires from the solenoid, and connect full battery power (cable) directly to to the positive post on the starter motor.
