One way is to:
1) disconnect the fuse for the power locks
2) press the power lock/unlock switch on the door panel, or keyless entry system as usual to operate the lock
3) the clicking sound is the power lock relay, which you can use to help locate it, although if it's under the dash, may still be difficult to find.
4) if there's no sound, then the relay is toast, and consulting a technical manual specific to your vehicle, or calling the dealer, is probably the only way

There are 4 compnets to the power door lock circuit, the door lock lock/switch, wiring, relay and lock motors. Are the locks both locking and opening? If so probably a bad power door lock relay $30.00, either way I would say relay is the most probable and then wiring harness shorting next.

Your 1998 F150 has 3 relays for your power door locks : an all unlock relay / a driver unlock relay / and an ALL LOCK RELAY I'm guessing that the ALL LOCK RELAY has failed I'm sorry but I haven't found the location of the power lock/unlock relays on your F150 yet ( does anyone know the location of the power door lock / unlock relays on a 1998 F150 ? )
The power lock relay is located under the dash to the right hand side of the steering column. There are actually 2 relays. A power lock "lock" relay and a power lock "unlock" relay. The relays are all the way to the right of the relay center (one over the other). I have the same problem. My 1994 started locking spontaneously. I made the mistake of leaving it running and locked myself out. Fortunately, I had a spare in the house. Anyhow, I pulled the switches out of the doors and swapped them without any changes. I started blowing fuses as well. The power locks would lock the door and I could not use the switch or the key fob to open them. I had to manually unlock them. If your doors spontaneously lock, change the power lock "lock" relay. Most likely it is the cause of the problem. The relay is sticking and drawing power until the fuse blows. The expedition door lock relay could be stuck causing the grinding noise. Check to insure that the lock relay is working properly.
