This can get to be a real hair puller, but maybe not. Disconnect the wire going to your tank, usually on the top and hard to get to. Turn your key on then ground the wire while someone watches the guage, which should go all the way to full. If it does "and be sure you have a good ground" the sending unit in your tank is bad. If it still doesn't move, your problem is in the dash gauge or wiring.
The fuel sensor is in the gas tank and probably needs replaced, the tank will have to come out to fix it.
Sell the car for less than you think it is worth and get rid of the problem.
gas gauge sticks either full or empty This is a known problem with Chevy's that they will not recall on. I had same problem with my 2000 Blazer. Had to replace fuel pump / gauge assembly in tank. It took a couple of hours to do, but was worth the headache having a gauge that works now, No more running out of gas or watching mileage.
It is in the gas tank.

Most likely the sending unit in the tank which you can check with an ohmmeter.

The normal problem is with the sending unit in the tank, on the pump module. You will have to remove the tank and pump to replace.
Then fix it
If the gas gauge is not reading there is possibly a short somewhere between the fuel tank and the gauge or the gauge itself is broken. I have found that in most cases the sending unit in the tank has failed.
Have you checked the gas floater in the gas tank?
