i have a 1994 non-turbo capri 5 speed, i thought mine had the same problem, but the reason that its showing that your engine is overheating, is because the temp gauge maxes out at a somewhat lower temperature reading than most other cars. What happens a lot is the wiring to the fan becomes overheated, stretched, cooled, etc. - over time, it develops an open situation, the fan doesn't turn on when it should and the car overheats. Run the car until the temp gauge reads between 200F and 225F, move that bundle of wires around a little - if fan magically turns on, trace and replace!

On a 1998 Mercury Tracer, the cooling fan relays are located in an engine compartment box. The compartment box should be labeled 'Cooling Fan 40 amp.'
It should be located on the evaporator case.
I have a 91 turbo, two things, check your temp sensor lacated below the rotor near the water hose, if you disconnect this your fan should turn on as soon as you unplug. if your fan still does not come on replace the fan. Also check your thermostat.

facing the engine, look down on your left side. there is space to turn the plug. if you have an electric fan then it's real easy to see from the top. if you have a fan and shroud then raise the car and look underneath. it's easy to see. I've got a 1994 Cougar and learning stuff all the time.
Means you have an issue with the engine coolant level.
Evidently the cooling fan is not working.
