Fixing door linkage can be a few things, but here are some circumstances to help you with. I have a 99 Park Ave, same car and many door issues, but not real difficult to fix if you're handy. Some causes and fixes.
If outer handle feels like it isn't grabbing anything...
One of two things. 1)Interior of handle is broke on the backside. They are made of plastic and easy to break, done it. Tight for bolt removal, but not impossible. 2)Linkage is not attached or not contacting switch mechanism in door latch assembly. Make sure it is all connected first, then spray the heck out of it with penetrant all around the lock assembly while working the electric locks, if equipped and manually holding the linkage to enforce it really is moving.
Our car has a symptom like this often. If someone tries to get in the car when the door is locked and before I hit the unlock on the remote, it will make the door handle go limp. In other words, it will move the linkage then freeze it in the up position, therefore the handle on the outside feels as if nothing is there. Only way to cure this is remove the door covering on the inside and spray everything up to free it and making sure to replace any broken pieces. It's a pain, but it can be done with the door closed or atleast opening it enough to spray into. Once generously lubricated, the doors work well, but on occasion and especially in cold weather, they can rust/freeze up and decline in workability.
