You can't. I had the exact same problem with my 96 grand am, and after changing the ignition and also the instrument cluster was the only way to get it to work. I would try to replace the ignition first cause it could not be reading the key properly and if it still gives you problems then your whole control panel will need to be changed. Either way its going to cost a pretty penny.
Actually you can. This is a common problem with grand am's. If the car does not start on the first try...the anti theft system will kick in and the car won't start for 10 minutes. Don't try to start until the security light stops flashing. I finally disabled mine by cutting the yellow wire behind the radio. If you do this the security light will always be on (steady) but at least the car will start every time.

yes you can easily disable this passlock system. simply cut the yellow small wire from ign. switch in the column up by the switch. this is the passlock wire. dealer says it cannot be done, they lie however.

Turn ignition switch on ,(don't start car) for about 10 min that will disable theft system.
Remove the Anti-theft system fuse.
Taking out the fuse labeled for this system will disable it. However the imobolizer is effectively part of that system, which means disabling it will render the car unstartable. If there is no fuse labeled for that purpose, then it is most likely wired into the ignition power source.
