I have a 2006 Cobalt and about 6 months ago my Power Steering went out. There isn't really a way to check it besides taking it to a mechanic and having them hook it up to the computer. It's expensive to replace the power steering in these cars. It cost us $600 just for the part because you have to completely replace the steering column. It's really a pain. Hope this helps!
There isn't much to diagnose. Either the electronic steering works or does not. You can check that the wiring harness or wires are not damaged, but when a power steering failure occurs with the electronic steering on the cobalt the electronic steering component must be replaced.
A 2005 Chevy Cobalt has electronic steering, so no pump will be found.

I believe there is a recall on Cobalt power steering. Call your dealer with your vin# to see if it applies.
