Loosen the screws, release the clips and remove the head lamp door. To release the clips, insert a flat blade screwdriver into the jaws of the clip and pry on the jaws. The screws are above the headlights and the clips are below the headlights. Remove the beam unit retaining ring screws and remove the beam unit. Compress the lock release and disconnect the wire connector from the headlight.
The question is ambiguous. What change is required - change from low beam to high beam? If so, the answer is simple: pushing the switch lever outward ( towards the dashboard) results in a high beam while pulling it in (towards the driver) results in the low beam. If the change required is changing the bulb, then what needs to be done is to locate bulb (left or right side) under the hood, unscrewing it by turning the unit -( bulb and holder) anti-clockwise and replacing the bulb with a number 9005 or 9006 bulb available at most auto-parts stores.
Camry 1999 has only on bulb for both low and high beams.
Take the light assy off of the car and turn the bulbs counterclockwise to remove the blubs
When bulbs on a Toyota Corolla are working but one is not, it is usually a burnt out bulb. You can change this yourself.
You need to check the wiring around headlights, fuses and the bulbs.

I was looking at the 1996 Mercury Grand Marquis Owner Guide and it shows that you can change each of the ( 4 light bulbs for the 2 low beam and the 2 high beam headlights ) ( the low beam headlights take bulb # 9006 ) ( the high beam headlights take bulb # 9005 )
What year? Usually it just involves un-screwing the black knob from the back of the headlight housing - pulling it straight out and then replacing the bulb. Re-assemble the opposite way you removed it.
