On many cars, there is a dimmer switch which controls the instrument panel lights. If this switch is turned all the way, it may cause the overhead light to come on. The overhead light will then stay on even after doors have all been closed. Find the dimmer switch, close the doors, wait 30 seconds, and then turn the dimmer switch.
You pull back on the turn signal switch. If that doesn't work then you may have a bad dimmer switch.
The dimmer switch is located under the dash to the left of the steering column. Unfortunately I don't know of any way to get to it without dismantling the dash and the steering column. Even with those items removed, it was a real chore to get at it. When we replaced my dimmer switch, we got everything back together and found that the rod that connects the dimmer switch to the lever on the steering column was bending too much to activate the new dimmer switch. This job took all day and was a waste of time and money as we have a new dimmer switch but it is useless without fixing the connecting rod problem.
From 1925-27 the dimmer switch was on the steering column. Starting in 1927 it was moved to the floor. The last vehicle to have it on the floor was the 1991 Ford F-Series pickup.
The headlight switch should be easily removed from the dash. There are two connectors on the back side of the switch (one for the headlights and one for the dimmer). Simply unpug the connectors and plug in the new switch.

Check repair book but my 89 has circuit breaker in headlight switch. There is ground wire on body in front of battery. Bad ground will cause breaker to activate so unbolt ground and clean connection. Could have bad dimmer switch which is on column under dash and may be hard to remove without lowering column. I unplugged old switch, plugged in new dimmer switch, set it to dim, and wired new switch to column so now only have dim lights as old switch is connected to activator rod which goes to turn signal/dimmer handle.

Yes there is. On the 1987 thru 1995 models the switch is located on the left side of the steering column.Its multi function controling the wiper/washer, turn signal and dimmer switch.
Ok so you have to go where the ignition switch is at on the 1991 cougar. Next, You have to take the old one out. Last, you have to put the new one in.
