The dash cluster needs repair. This is not a DIY job. Take it to a dealership.
it sounds like your neutral safety switch
The switch is on the steering column about 18 inches from the floor and held in with 2 screws,. Put a new one in then adjust it by moving it back and forth to where it will start and turn off in the proper position.

You'll have to pull the old one straight off the shaft. Try twisting it as you pull, they are usually stuck on there pretty good.
Check to see if the brake lights are working - shift interlock and stop lights are on the same circuit - check the fuses - Try turning the key to the 1st (unlock) position shift to neutral to start and then shift to Drive Check the shifter interlock switch on the brake pedal. Possible linkage problems also.

The cable is part of the shift indicator assy . Must be replaced as a unit

The 1998 Buick Century shift solenoid is located on the top of the transmission. The shift solenoid can be access through the shifting console.
I went to the Buick dealer and got some help. You need to remove the entire instrument panel. Inside that unit is a return spring that moves the pointer back towards the PARK position when you shift in that direction.. Mine had broken loose. I was able to make a fix to restore its function.
