The tool you need is in the jack compartment behind the passenger seat. It consists of the jack handle (L-shaped bar) and 3 tubes with square ends that fit into each other. The "end" tube has a curved "claw" on the end. Fit this tube through the hole above the license plate and feel around until it fits into a "socket". Fit the jack handle slot on the square end of the tube and rotate counter-clockwise to "drop" the spare tire. When the tires touches ground, keep cranking to allow some extra slack on the chain so you can remove the "hold-up" device from within the rim. Installation is the reverse.

We have an older Ranger, but I suspect the spare tire is similar. I think you need to find the long-handled speed wrench that should be in your tool compartment in the cab. The spare tire is under the rear of the truck and is held up by a cable. You engage the speed handle into a socket and turn it and it lowers the spare.
