There are about 4 to 5 screw that you have to take out from the consle. I know there are 2 little allen wrench screws that are under the gears cover, one under console armrest, and 2 behind the face of the astray and heat/ac area, and I think you should beable to take out the console without any problems. There's a chance you might run into more screws, but, i dont know. I've never taken mine out yet. Please make sure you label where your screws went, if not, its going to be difficult to put it together.

the temperature control actuator is on top of the heater box under the dash. you have to remove the dash to get at it. a repair manuual will show what screws to remove
fairly simple to remove and replace. most shops can remove in 30 min or less.

data port is just under the dash on the drivers side toward the center console.

The 1998 Tacoma OBD 2 port is on lower edge of dash; next to console; connector faces down
The 1998 Toyota Tacoma OBD 2 port is on lower edge of dash; next to console; connector faces down
The ECM (Engine Control Module) is located under the dash panel, in front of the center console, and to the right of the accelerator pedal.
