It's probably a dry cable. Pull the instrument cluster and disconnect the speedometer cable. Squirt some cable lube down the tube. Usually takes a few shots of lube to get enough down the cable to make a difference. Best bet is to squirt a little own the tube and then let it sit for 30 min and come back and do it again. Try 3 or 4 squirts over a couple hours.
