Before trying to turn on the ignition, check if the brakes are on. First, the so-called 'steering wheel jiggle' by applying pressure on the key while steering the wheel back and forth to find the free spot in order to turn the key. For cars with automatic transmission, make sure that it is in 'neutral' or 'park'. Some electrical contact cleaner followed by a little amount of silicon or liquid graphite may also be applied in order to flush away the dirt inside the lock cylinder.

I am not sure what causes this, but I have had times when my ignition key would not turn. The solution to the main problem is to turn the steering wheel slightly. This usually allows the ignition key to turn.
