It SHOULD be on the steering column on the right side above the ignition (where you put the key) I just recently got a 98 Monte Carlo and that's where mine is (its just missing the button) and there's a hole where the button should be, if yours is like mine where the button is missing if you push your finger in, it will turn your hazard lights on and again to turn them off. Hope that helps.
