The starter on a 91 Chevy cav. is located at the lower front end of the engine. You can get to it better by jacking the front of the car and attacking it from underneath.
It sounds like its coming from the tires More than likely its the wheel bearings or front drive axels.
The speed sensor(s) are located behind the brake discs on the front end
It sounds like you have more probalem than wheel bearing. TAke it to a front end shop
Worn brake pads? Bad CV joint? Bad strut mount bearing? Worn tie rod end? Bad ball joint?
Check your upper and lower ball joints, that's usually the culprit.

Remove the retaining ring from the top of your 1999 Chevy Cavalier ignition switch. Slide the ignition switch out and remove the wiring harness from the end of it.
check suspension parts for excessive wear: i.e ball joints, tie rod ends, drag link, idler arm, springs, etc.
