The fuses are pretty straightforward and it's pretty clear when one has blown. The bulbs are a different matter. The tiny filaments will sometimes fool even the sharpest eyed person. I would replace them first. If that doesn't fix it, then I would suspect the wiring where it passes from the body into the liftgate itself and is subject to constant flexing. Good luck.

Lutron means light control such as: light switches and the different styles, light dimmers, etc. They appear to be ones that are mounted on the wall to turn lights on and off.
If a Passat 04 TDI's indicator lights are not working, check the fuse. A blown fuse can cause the lights to stop working.

tail -light and no brake light means the brake switch mounted along the streering column needs to be adjusted or replaced...the signals work off a flasher can mounted inder the dash...there is 2 cans ...trurn/emer flashers
