Sounds very much like the low fuel warning light
The low fuel light comes on at ten percent capacity left in the tank.
Normally that would be the low fuel warning light
fill the coolant reserve and the light should go out

I was looking at the 1996 Ford Escort Owner Guide and it doesn't show anything about it having a low fuel warning light ( or a check " gage " light )
No, they do not have a Reserve Gas Tank. They do however have a low fuel warning light. Once the low fuel light comes on you have around 2 gallons of fuel left in the tank.
I believe this car has A fuel calculator to tell the opperator the current fuel consumption, If so, The 'low range' light will indicate low fuel.
The gauge and low-fuel light use different senders. The sender for the low-fuel warning is either malfunctioning or there is a wiring fault.
