Yes, the power goes through the relay before the starter gets it so if the relay is bad, there is no power to the starter.

from what ive read you can switch the starter relay with the horn relay and give it a try.... if she starts and the horn dont work you have a bad relay
I think you are on the right track. The starter relay is near the battery connected by the short positive cable. Before long it will not start at all, shade or sun. Don't think there exists one. The power go from the key cylinder directly to the solinoid on the starter.
