If I'm reading the question right, the brakes release when it cant grip the road to avoid a spin out. This would be caused by the ABS. If it is not from the ABS, something could be having trouble, so it would be best to check it.
The 1996 ( most other model years ) Jeep Cherokee has either the DANA 35 rear axle or the Chrysler 8.25 rear axle. ABS brakes are optional with the Dana 35 . The Chrysler 8.25 never had ABS. The front axle is the DANA 30.
you have a bendix abs systems which means there is no brake booster the abs system takes its place it is warrantied for life by jeep
Failed Master Cylinder would be my guess. Replace the Master Cylinder.

ABS was optional. Look for ABS wires that run alongside the normal brake lines, or look for the ABS pump assembly next to the brake master cylinder.

Hi im Mike from Mn, I also have a 2000 jeep grand Cherokee with front brakes that are partially engaged so that they heat up. I got them to release after pulling the fuse and relay for the ABS IN THE FUSE BOX under the hood. The brakes work ok now and have not stuck back on but the ABS system is no longer working. I went to the Jeep dealer and they said they had never heard of this problem before.They said if I can make it happen again they may be able to figure it out. Any info you have about this problem would be greatly appreciated Mike
Rear wheel abs was standard equipment, four wheel abs was optional.
