The head lights go up and down by vaccum canisters. If the canisters go bad on the down side then they will go up but wont go donw. If you look up front in front of the radiator you will see to goldish round canisters those are what goes bad. RJ Sottile www.hobbycarcorvettes.net

You are losing vacuum from cracked/bad vacuum lines or the vacuum check valve for the HVAC controls is bad. When the engine is under load climbing that hill it does not produce enough vacuum to operate a leaky HVAC system.
It is possible but highly unlikely.
It really depends on what you feel is better for you. If you have a bad back and don't like to bend over, then the stand-up vacuum is probably the way to go.

There's a chance that it is something mechanical, but that's a slim chance and only if they have not been used in a LONG time.If you're not familiar with these problems, I suggest chasing the vacuum lines to listen for a hissing sound either underhood or under dashboard. Remember that the headlight switch actually is an electrical switch AND vacuum valve in-one. Additionally, there is a little black knob (backup vacuum valve) directly under the dashboard in the event that the headlight switch valve doesn't raise the lights.
