Filter is a finer version of strainer or strainer is a coarser version of filter. If particle size to be filtered>200 mesh, then its the job of strainer If particle size to be filtered<200 mesh, then its the job of filter
They are both a filter like the vaccum cleaner it filters all the dust and dirt while the tea strainer filters the tea bag or the tea leaves. :) So I repeat they are both a type of filter :)

There is a filter/strainer screen on most AC liquid lines between the condenser and indoor evaporator coil. This strainer is probably stopped up and needs to be changed.
