Found the answer to this on the internet butox and can't seem to find it again. You have to take out the fuse (20 amp) marked IOD in the lower left corner of the fuse box, then wait 30 seconds and replace it. Wala, the door locks and key fob work again.
There is a known software issue on this year of Chrysler Van. The dealer can update the body computer to correct the inoperative door locks.
