Yes, you can tow a 4x4 vehicle the same as any other vehicle. The front axle or (differential) is not engaged until you put the transfer case into gear. When in the 2WD High range you are towing a 2WD vehicle.
The tow truck driver must make sure that the 4x4 is disengaged (if it is 4x4) first of all. Then they have to put it in neutral so it will coast behind the tow truck. Since Ford Explorers are rear-wheel drive, you must hook up from the rear wheels, so the front wheels can spin easily.

no you can not tow a vehicle with an auto trans on a dolly if the drive axle is on the ground. the auto trans does not circulate fluid to the parts unless the engine is running.
I'm not sure of the actual weight it can tow, but I was told it couldn't tow over a 6'x5' trailer. From what I understand, it can tow a lawnmower, snowmobile, smaller things but cannot handle anything else because they tend to tip.

Relay # 302 is the trailer tow battery charge relay in a 2002 Ford Expedition
You can tow with a 1995 Ford Explorer but care must be taken to stay within its rating. It is capable of towing a trailer a weighing up to 3,500 pounds. ================================================================================ It really depends on how the 1995 Ford Explorer is equipped : With the 4.0L V6 , automatic , 4 door , it depends on what the axle ratio is and if it is a 4X4 or rear wheel drive model ( it could be as low as 1496 pounds , I believe 3500 pounds is the maximum using a BUMPER trailer hitch ) * my 1995 Ford Explorer XLT , 4.0L , has the trailer towing package that includes the 3.73 Traction Lok axle ( D4 is the axle code ) and with a frame mounted hitch the maximum is 5,000 pounds
