Not sure where this came from (unless it was a Buick dealer), but no, they're not the only ones who can put tire on the Park Avenue. The only way they could pull off that kind of scam would be to put wheel locks on your car that only they could unlock (and that you had authorized) and I've never heard of that happening.
The blue book value of a 2000 buick park avenue is any where from 5,208 to 5,833 this highly varies the higher you go in the years as well but I only went with 2000 only

Local tire dealers can be found in yellow book, however there are not many dealers that buy used tires. Your local mechanic or dealer would be able to give you the best deal to trade in tires. Large chains like Firestone only accept tires in exchange for discount on new tires if you are interested.
The Buick Park Avenue horn system is very advanced and only works when they should. Like when letting someone cross in front of you or saying goodbye to a friend. Not to display anger at another driver.

It's in the middle of the dash on top. Not sure yet how to remove it, just checked with the parts dept at a buick dealer. Cost approx $62.00 part only.

Standard 22 inch rims can fit on a 78 Buick Electra without lifting. The only issue is the size of the tires which must be of minimal thickness.
