Blown fuse, defective fuel pump relay, or the fuel pump itself is bad.
If the relay is bad, then the fuel pump will not work.

Bad fuel pump, blown fuel pump fuse, bad fuel pump relay, or clogged filter.
If you do not hear it run for a few seconds after turning on the ignition without starting the engine, then either the fuse is blown, relay is bad or the pump is bad. If you do hear it running, then it may be weak or the fuel filter may be clogged. You may have to listen at the fuel filler door to actually hear the pump. Replace the fuel filter and then run a fuel pressure test at the fuel rail. If you have no or weak pressure the pump is bad.
If your fuel pump is not running , it could also be the fuse for the fuel pump relay , the fuel pump relay , a bad electrical connection , or a bad fuel pump
A few possibilities could be the fuel pump relay is bad, the fuel pressure regulator is bad, the fuel pump circuit wiring may be bad and maybe the new pump is bad.

Bypass the relay and if the pump works the relay is bad.
First just replace the fuel filter as it is a maintenance item that should be replaced regularly. If you hear the pump running when you turn on the ignition without starting the engine, that means the fuel pump relay is OK. If you do not hear the pump suspect a bad relay or fuse. If you hear the pump, and you still have a problem, you may have a weak pump.
Being a GM, one reason could be a bad fuel pump, another reason could be a bad fuel pump and then again it could be a bad fuel pump. I would check the fuel pump.
A fuel pump pressure test could determine the condition of the fuel pump and fuel system.
