In my dodge 99 the 3rd row seat can go in the middle row.

Anything in life is possible if you have the know how / tools / money. I would measure 3rd row seat mounting brackets and then measure 2nd row seating area and see if it would fit. If it does fit you maybe able to install them with some modifications. If you can or know someone that is a welder have them weld a piece of metal flat stock on the factory seat and drill holes to match the factory hole on welded metal flat stock on the 2nd row seat mounting area. if u r talking about 2nd row seats...pull tab 1 to lower top half of seat..pull tab 2 to disconnect seat from floor to allow someone to get into 3rd row seats..if u r talking about 3rd row seats there is a latch on the back of each seat pull up the latch and push down seat...onty if equipped to do this

I think it depend on the configuration of your Pacifica. If you have the 3rd row seat, I think it is under the luggage storage area. I have the 2nd seat row only and I have to fold down the 2nd row seats. There is a compartment in the storage area up against the backs of the second row seats (in down position). Lift up the door of that compartment and the jack should be in that compartment on the passanger side of the vehicle.
