Yes they can. Keep in mind that the roadmaster is the same as the caprice an impala ss. The frame an engines are the same. If you want to put 24's on your car, i suggest that you go with a 24.9 width in wheel, tires i would go 275/25/24. You shouldn't have to do much more from there. Just keep in mind that all roadmasters sit different from each other, so you might have to do minor adjustments to the lifting of the car. Maybe 1 inch up front. That's it.
