Block...I believe these blocks are quite different with some early blocks being manu'd in Mexico which had a higher content of a desirable metal combo (sorry can't be more specific)...these were early years...
Heads...The 69 heads might work on an 87, if water passages and etc. are the same, as I did put 68 302 heads (once the smog bump here in CA was ground down to the point of removal) on a 65 .030 block, the resultant compression was fine for pump gas (91 octane) and I think was just under 9:5to1...
Intake: of the 69 was carbed, and the last year for CA carbs I believe was 85 gt, in 86-88, the early computer years had a speed density system, which was very tempermental, and then they switched to mass air in 89, with CA getting mass air in 88 (been awhile)...
Legality: (here in Nazifornia) you would only want to do this is they will pass the visual inspection, in addition to the dyno and sniffer, and if you already own a pair or have a very limited budget...consider some used alum heads for that year which are CARB approved (here in CA)...when I was building my 65 mustang fb, that was the last year for a smog free life (66 had to pass smog)...can you imagine all the muscle cars that you couldn't touch...that has now changed to cars of pre 76...

erm? bracket? huh? the intake and carb require gaskets, and those can be obtained from any auto parts store
this one i know thru experience,and a long time to figure it out. but yes a 302 cam will work in a 351.but, u will need to time the engine to 302 timing specs, not to 351 timing specs the same applies if you put 351 cam in a 302
