This is probably caused by a bad bearing in one of the units being driven. The water pump is a likely source if the noise is always there at any RPM. If it goes away at a higher RPM, it may be the harmonic balancer. This pulley drives all the other units. It can be easily checked to see if all the rubber is intact.
