They can be. Like any used car there are some bad apples in the bunch and because if the abusive nature of police work they can be in rough shape. You have to look them over like any used car.
Our business is stocked with used crown vics. They do pretty well but we replace a lot of rear ends on them. If they are driven too long with the bad rear end you will burn out the transmission.

Yes! CHP purchases an estimated 2,000 new police vehicles (Ford Crown Victoria P71 Police Interceptors) each year and sells approximately 2,000 used police vehicles each year as the cars reach their 100,000 mile manufacturer's vehicle warranty. The used vehicles (referred to as "run-outs") are recycled back to the Department's Motor Transport Services (MTS) Fleet Services facility located at the CHP Academy in West Sacramento and are restored back to their original passenger vehicle condition and painted. Fleet Services Used Vehicle Sales are open to the public Monday through Friday and are sold by blind bids where the highest bidder is awarded the vehicle purchase. All CHP fleet vehicles are sold at closed bidding and include: Ford Crown Victorias (both black & white cruisers and administrative chiefs cars), Dodge Chargers, Ford trucks and BMW 1100 motorcycles.
