We have a 1977 Dodge Power Wagon CREW CAB 4x4 - FOUR DOORS - disassembled and being rebuilt. Most of the parts were found through the internet from private parties.
(My wife told me today I have to sell mine because it has taken me too long to get it rebuilt. We had a deal that I would finish it in two years or else. It has been 4. The long block is complete - new rods, pistons, and rings. Block is straightened. All that is needed is the blocks - found them in Las Vegas for $300 but haven't bought them. No cancer on body except a small bit on driver's door. Painted chassis and rear ends. New seals. Self locking hubs. If interested, call me. Jay 520-399-2420)

I think you can. I have never tired to drive one with no fluid, but I do have a Dodge caravan that I use for farm use and the power steering does not work. It is hard to steer when you are pulling out of the driveway, but once you get on the highway it works fine. You hardly notice the difference.
