The starter on a 1992 Buick Riviera is located in the undercarriage on the driver's side of the motor. It cannot be accessed from the top because there is no room for a wrench to turn the bolts.
rmove the radio and it is directly behind it.
Simple it will turn over but not start.
I have a 1986 Buick Riviera that the same thing happened to and it turned out to be a fuse blown on the GCC CRT unit. I went ahead and bought a used CRT from a junkyard for about .00.

Easiest way is to just pull the horn relay.
If you are on ice or if you press on the gas hard then that is normal.
