The emergency brakes are whatever your rear brake pads are.
One at each Wheel just below where the Brake fluid line attaches. One or two at the Brake fluid reservoir.
first check your brake fluid it may be low then check the switch at the emergency brake lever it may be stuck
Either your parking brake ( emergency brake ) is on or the brake fluid level in your brake master cylinder in your engine compartment is LOW
check brake fluid level under hood probaly low
Are the brakes right and is the e-brake not sticking?
All cars that I know of lock both wheels when the E-Brake is pressed

The 2001 Kia emergency brake can be adjusted with the emergency brake adjustment bolt. The adjustment bolt will be on the emergency brake pad.
