sounds like you're having a starter issue, have it checked. change that out if it's bad. If it's not the starter, then it's your battery. I'd say start with the battery first. It could be having an issue coming up with the power needed to start the engine. Take your battery out & have it tested at your local auto parts store.
Starters can be tricky, one minute they work, the next minute they don't. The fact that your engine turns with the spark plugs out is, imo, unrelated to the fact that it does not turn with the plugs in. But, I've covered my bee-hind here by telling you to test the battery as well, first. If your battery's good, then it's the starter At Fault.
