All rear lights are controlled by the rear electronic module located under the interior panel at the right rear D-pillar. Good luck. This symptom is usually the result of a bad module. The left brake light works the right brake light doesn't and the bulbs is good
The right brake light does not work on 1999 Ford Windstar. Tail lights and blinking light works. Changed bulb more than once, changed the plug in where the bulb goes but it still does not work. The tag lights are not working either.
Check the individual fuses for those particular lights. Seems most of them are separated on to different electrical circuits.See "Related Questions" below for more

If you are referring to the right and left ones, pull the carpeting away and you will find like 4 nuts that you remove and the whole assembly comes out to change the bulb or bulbs. The 3rd brake light in the rear window has two bulbs which you get to from the trunk. There are two screws in the tailgait jamb, just remove them and the lense comes right out exposing the bulbs.
The 1999 Mercury Sable license plate light and the right side brake light are on the same fuse. If the fuse was bad neither brake light would work. The problem probably is burnt out lightbulbs.
You might want to check the brake light bulbs on both sides to make sure the are in correctly and clean sockets.
your left and right bulbs are problay bad they are two filament bulbs the park filiments are good and the brake filament is bad
